The Single Site to find sights and sounds for just about every Cartoon available on the internet would be Toon Tracker: Finder of Lost Cartoons. Going after my own heart he now has a page called "Toon Tracker's Wave Themes" which has hundreds of cartoon themes in Mp3Wave format ready for downloading. If he does not have it on-line, he has a list of over 200 sites that are devoted to cartoons on his "Toon Tracker's Breakfast Links to Animation Sites on the Web". Toon Tracker has provided many rare and hard-to-find themes to this archive!
Sitcoms Online is a collection of links about Sitcoms (what else!) and they are now hosting on-line wave files of the theme songs that have been found so far. If you want to know about a Sitcom, this is THE source - if they don't have it... it must not be on the Internet Yet!

A good source for British series and far more is TV Cream and they feature shows not found on-line anywhere else that I know of. Has a wide selection of themes on-line and a good listing of bios of the shows they have on-line or are looking for. They have not updated in a long time either, but you will find a great deal to do there anyway.
Yet one more British site that caters to the whole world of TV is MeTV | TV Themes up the Ying Yang!
This site not only has well over 2000 files, the owner's a wrestling fan and is working on an Entrance Theme site. Not updated since 2005

Scott White has quite a site. His first love is his CastleGrayskull (He-man and She-ra!) which is one of the best on the internet. He has also provided well over 100 theme songs unrelated to He-Man. He has other TV pages of interest as well! Check it out.
Richard Brinklow operates a site called The Looney Tunes SoundSource which is THE place to go to get your clips of any of the Looney Tunes characters.
Writer/producer Lee Goldberg Gave up his site called Adventures in Television
The World of Soap Themes has started 2006 by becoming a pay/membership site. Another great free site bites the dusk. Shutting down for good in 2009
